Reports to: Flight Operations Manager

Role Type: Specialist – full-time, indefinite contract

Location: Malta

Salary: Industry Standard Salary

Role Purpose

The Fleet Technical and Publications Officer is responsible for the accuracy, currency and controlled distribution of the operational and technical documentation on which Aircrew crew rely, and provides fleet technical support to the flight operations department. The role acts as deputy to the Flight Operations Manager, and exists to ensure that what crew read in the aircraft is correct, approved, current and traceable.

Organisational

  • Reports to the Flight Operations Manager and deputises for that post during planned and unplanned absence
  • No direct reports.
  • Key internal relationships: Director of Flight Operations, Flight Operations Manager, Pilot Manager, Head of Training, Deputy Head of Training, Flight Safety Officer, Continuing Airworthiness Management, Engineering, Flight Operations Administration, Compliance Monitoring.
  • Key external relationships: aircraft manufacturer technical publications and engineering support, navigation data and chart providers, electronic flight bag software suppliers, and the competent authority for documentation submissions.
  • Budgetary responsibility: none directly; manages publications, navigation data and electronic flight bag subscriptions within the department’s approved budget.
  • Decision-making authority: may withhold a publication or data set from distribution where its integrity cannot be confirmed, and must do so; cannot approve a change to an approved manual, which rests with the relevant post holder.

Key Responsibilities

Technical Publications Management

  • Own the operational publications library, its revision cycle, version control and controlled distribution to crew and departments.
  • Receive, assess and incorporate manufacturer revisions, service letters and operational documentation updates.
  • Maintain the master list of operational publications with revision status, effective dates and distribution records.
  • Withdraw superseded material from circulation and verify that it has been removed from every distribution point.

Operations Manual Part B and Aircraft Documentation

  • Maintain the content of Operations Manual Part B and the Minimum Equipment List, and prepare amendments for approval by the relevant post holder.
  • Ensure manual structure and content meet Regulation (EU) 965/2012 Annex III Part-ORO Subpart MLR.
  • Prepare amendment submissions to the competent authority where approval or acceptance is required.
  • Maintain the aircraft library content carried on board and verify it against the approved configuration.

Navigation Data, Charts and Electronic Flight Bag Content

  • Manage the navigation database and chart subscription cycle, including AIRAC currency, and verify that each cycle is loaded and effective before its validity date.
  • In conjunction with the Flight Operations Manager, Administer electronic flight bag content, including document publishing, application versions and device configuration, working with the electronic flight bag administrator.
  • Verify content integrity after each update and maintain evidence of the check.
  • Manage tailored chart and airport briefing content, including company-specific pages and route or aerodrome briefings.

Fleet Technical Support

  • In conjunction with the Flight Operations Manager, act as one of the flight operations points of contact for fleet technical matters, liaising with engineering, continuing airworthiness and the manufacturer.
  • Monitor fleet modification status, service bulletins and configuration differences, and ensure crew are briefed before a modified aircraft enters line service.
  • Support the assessment of the operational impact of technical changes, including Minimum Equipment List and performance implications.
  • Attend engineering and technical meetings and provide the flight operations perspective.
  • Maintain aircraft performance data and the weight and balance data set used by the operation

Deputy Duties

  • Deputise for the Flight Operations Manager during absence, within the written delegation given for that period.
  • Represent the department at technical and operational meetings when the Flight Operations Manager is unavailable.

Compliance, Audit and Records

  • Maintain documentation records to the retention periods required by Part-ORO and the operator’s procedures.
  • Support internal and external audits of documentation control and own the resulting corrective actions.
  • Raise occurrence reports under Regulation (EU) 376/2014 where a documentation or data error had, or could have had, an operational consequence.
  • Maintain a traceable audit trail from each change request through approval to distribution.

Qualifications, Experience and Attributes

Regulatory Prerequisites

  • No licensing or medical prerequisite attaches to this role.
  • Right to work in Malta – Sponsorship can be provided for the right candidate.
  • Airport identification card and the associated background check are required for airside and aircraft access.

Qualifications and Experience

Essential

  • Experience in aviation technical documentation, flight operations support, or continuing airworthiness records.
  • Working knowledge of Regulation (EU) 965/2012 Part-ORO, in particular the Operations Manual requirements under Subpart MLR.
  • Demonstrable experience of version control and controlled document distribution.
  • Strong technical literacy, sufficient to read and interpret manufacturer documentation.
  • Competent user of document management and standard office software.

Desirable

  • Previous experience as a member of Aircrew.
  • Experience with electronic flight bag administration or navigation data management.
  • Experience with Minimum Equipment List administration.
  • Background in engineering, continuing airworthiness under Regulation (EU) 1321/2014, or aircraft performance.
  • Experience of preparing submissions to a competent authority.
  • Technical writing or documentation design qualification.

Working Conditions and Requirements

  • Malta-based, office-based, with regular access to aircraft and the engineering environment.
  • The publications and navigation data cycle is date-driven; occasional out-of-hours work is required around cycle changes and manual deadlines.
  • Periodic support to the operation outside normal hours when deputising for the Flight Operations Manager.
  • General working time provisions under the Organisation of Working Time Regulations (S.L. 452.87) apply to this role, as it is not a mobile staff post in civil aviation.
  • Occasional travel to manufacturer, supplier and industry meetings.
  • General duty of care obligations apply under the Occupational Health and Safety Authority Act, and its subsidiary legislation.
